The deputy prime minister of the UK and leader of the liberal democrat party in the coalition government released a sombre video speech in an unbuttoned shirt and wearing a frank expression. As with all things political, the liberal democrats are 'sorry' for breaking their pledge about raising tuition fees. According to a report published by the European commission in September 2012, fees are the highest in English universities (11, 500 euros per year), while nine countries including Austria, Finland, Greece, Norway, UK (Scotland) and Sweden do not charge. University in Malta, Cyprus and Denmark is completely free whilst grants are also given.
