BOLOGNA: European university reform

The university reform process born from the Bologna Declaration is planned to be fully implemented by 2010.

What do you think about this reform of the University bases? Is it necessary? Will it be useful? In my opinion it is completely necessary but, is it being carried out the right way?
Will the QUALITY of education increase if the originary idea behind this reform is fully implemented?
Will the increase in quality mean a real decrease in the DEMOCRATIZATION of University education?
The State will continue to grant aids, but they will be in the form of subsidies to banks: are we witnessing the farewell to the welfare State model and its attempt to create a social balance?

This is a complicated question. To put it simply, the answer is Europe's Higher Education system including all its universities are in need of reform.
As a group they are failing to provide the intellectual and creative energy that is required to improve the continent's poor economic performance. too few of them are international centres of research excellance, attracting the best talent from around te world.
It is not surprising so many European students seek university opportunities in the United States. Their efforts in both teaching and research are limited by a serious, and in many areas desperate, lack of resources, managerial talent, innovation and technical excellence.
It is not surprising that of the world's top ten universities only two make the list Oxford and Cambridge.
The Bologna Declaration is a wake up call for Europe's inefficient poorly performing universities, that have failed its students and their future employers. No longer can Europe's universities be safe homes for staff to neglect the needs of its customers.
