Having just arrived from Lisbon, where the ceremony of signing of the new Lisbon (Reform) Treaty was held, EU leaders began the extraordinarily short, one-day summit. Welcomed by the President of the European Council and the Portuguese Minister for Foreign Affairs they attended a meeting with the President of the European Parliament.
After a traditional family photo, delegations headed for the first working session.

The talks are to be dominated by the Kosovo and Western Balkans issues, followed by EU’s approach towards globalization and the French proposal to set up a reflection group on Europe’s future, baptized as “wise man” group. The Council conclusions drafted before the summit shouldn’t change much, however in the sensitive case of Kosovo one may expect some re-phrasing.
